Vacancies not to invalidate acts and proceedings.
25.
No act done or proceeding taken by the National Council, the Central Apprenticeship
Council, the State Council or the State Apprenticeship Council under this Act shall be
questioned on the ground merely of the existence of any vacancy in, or defect in the
constitution of, such Council.
